On Thursday, April 15, 2010, the Industrial Boiler MACT along with the Area Source MACT and CISWI Fuel Definitions are due to be proposed for a second time. The current EPA Schedule has a Final Rule to be issued on December 16, 2010. As MACT Rules go, that means compliance for existing sources by December 16, 2013. New Sources must comply with the Proposed Rule as of April 15th. In the event the December 16 day is extended, States may have to do 112j Case-by-Case MACT Determinations using the Proposed Rule as guidance. How do you comply with or without a Health Based Compliance Alternative (HBCA) or other flexibility, if not in the proposed rules, or if your base fuel is now classified as a waste? The re-proposal of a Clean Air Interstate Rule (CAIR) or Multi-emissions (3P) legislation with an industrial component for NOx and SOx reductions is also possible this year to add complications to our dilemma.

Understanding the current situation; the potential rules and regulations and their timing; the applicability, operation capabilities, and limitations of control technologies; and, the alternatives compliance possibilities is imperative especially in this time of economic uncertainty. This conference will focus on ICI boilers' energy generation systems and include owners', manufacturers' and suppliers' and NGO and regulators' only forums to help generate valuable discussion between the groups and a truly beneficial conference for everyone. With what and when do you have to comply? How do you continue to survive and take advantage of alternative fuels today and tomorrow? What are the control alternatives and possibilities with existing energy systems?

CIBO's "Owners' Only" Forum will convene on the Monday afternoon prior to the conference. Facility owners and operators will discuss Industrial Boiler performance, equipment operation, technology, and management issues under today's changing environment. The emphasis will be placed on the changing world of solid and liquid fuel, powerhouse requirements, labor availability, training, meeting environmental demands, handling uncertainty and assessing industry needs.

Modeled after successful sessions at the CIBO NOx Conference, CIBO will hold a shirt sleeve session for industrial boiler equipment suppliers, engineers and environmental service suppliers to develop fuel, equipment, performance and operations guidelines, specifications or suggestions for the industrial facility needing to be in compliance with the Boiler MACT within the next three years and general supplier concnerns for owner operations and powerhouses.
Each group will appoint a three or four person panel to report on the session and review the forum discussions in the open conference session on Tuesday morning.
