As in the past, the sixth CIBO Industrial Emissions Control Technology Conference will focus on the operations, management, performance, technology developments and regulations impacting Industrial Boilers for NOx, SO2, PM, and Air Toxics - what you need for compliance planning and implementation in a time of even greater uncertainty than before the court ruling on Boiler MACT - uncertainty for all, regulators, equipment suppliers and owners.

Considering court rulings over the last year, the recent EPA actions on Section 112(j) and 114 Boiler MACT data collections for the new rule and the NACAA activities to develop something for states to use in the interim between now and the new rule, what do we do? How do we meet the uncertain emission limits to be imposed by the Boiler MACT, CAIR, NOx SIP, and Regional Haze? What will they be? Is CO2 to be a criteria pollutant? Can efficiency be used to lower CO2? How do you comply (with what?) when changing fuels or making just about any modification? What are companies doing? What technologies are coming? Understanding the operation capabilities, limitations and alternatives is imperative. It will take flexibility and the knowledge of alternatives to comply and survive as environment decisions are made now for the future.

The conference will cover the full range of industrial boiler requirements and technology applications, alternatives, maintenance, repair, equipment testing and management. Following the conference there will be a Regulatory Compliance Workshop, a roundtable discussion session with owners, regulators and suppliers to review the technologies and real world compliance possibilities emanating from the previous three days of discussions and presentations. What is the reality of compliance with high Natural Gas prices, limited availability and Climate Change pushing everything?

How does the industrial powerhouse system continue to survive? What are the compliance possibilities with new and existing industrial units in this time of serious uncertainty?

CIBO's "Owners' Only" Forum will convene on the Monday afternoon prior to the conference. Facility owners and operators will discuss Industrial Boiler performance, equipment operation, technology, and management issues under today's changing environment. The emphasis will be placed on the changing world of solid and liquid fuel, powerhouse requirements, labor availability, training, meeting environmental demands, handling uncertainty and assessing industry needs and a review of the updated industrial emissions control guidance document.

Modeled after successful sessions at the CIBO Conference, CIBO will hold a shirt sleeve session for industrial boiler equipment suppliers, engineers and environmental service suppliers to develop fuel, equipment, performance and operations guidelines, specifications or suggestions for this period of regulatory uncertainty and the growing knowledge gap/loss of knowledge within the industrial facility, a review of the updated industrial emissions control guidance document, and general supplier concerns for owner's and their powerhouses.
Each group will appoint a panel to report on the session and review the forum discussions in the open conference session on Tuesday morning.

A fundamentals presentation of combustion and boiler design integration and emissions for the entry-level engineer or non-technical powerhouse operator, support staff or regulator. The presentation will cover combustion, as it relates to all fuels, and boiler design, as it relates to heat absorption, circulation, flue gas generation, emissions, and energy efficiency. The participant should come away with an understanding of how the pieces fit together for more detailed evaluation of specific situations.
