32nd Annual Meeting
October 20-22, 2010
Williamsburg Lodge, Williamsburg, Virginia

"Working Together for Energy, Environmental & Economic
Survival, Growth & Sustainability"

CIBO's 32nd Annual Meeting could be one of our most important. Never in our thirty-two year existence have more important issues been assailing industrial, commercial and institutional boiler owners & suppliers.

The implication of these issues, unchecked, brings in to serious question the survival, growth and sustainability of our plants and businesses within the United States. It will take a major effort to bring reality and reasonableness to outcomes that will only begin to be seen in 2011.

Last year we considered the risks associated with making industrial energy and environmental decisions and developing cogent energy strategies as being more significant than ever as the lines between energy, the environment and the economy are blurred. These issues are growing in political complexity as more people, regulators, ENGO's and the public at large are energized and empowered by the Administration.

We have seen the fruits of these trends developed in the form of Boiler MACT, Area Source MACT, CISWI NSPS, Solid Waste Definition, Ash Classification, SO2, PM, NO2, and Ozone NAAQS, CO2 Endangerment Finding, Green House Gas Tailoring Rule, and GHG Reporting, with more coming. These rules are capable of putting a plant out of business. It will take everyone working together to provide any chance of survival, future growth and long term sustainability.

CIBO's greatest strength has been found in our ability to integrate energy & environmental issues, from a practical and technical operations perspective, to generate reasonable and achievable environmentally beneficial legislation and regulations.

It will take that same strength and leadership to work with all interested parties, the public, the environmentalist, the Legislator, the state and federal regulators, the equipment suppliers consultants and outside associations of all types to succeed in this new environment.
